WECA, the West of England Combined Authority, have issued their draft Joint Local Transport Plan Version 4 (JLTP4).

This has been prepared by WECA and the four West of England local councils: Bath and North East Somerset, Bristol, North Somerset, and South Gloucestershire.

It takes account of the West of England Joint Spatial Plan (JSP) and the West of England Joint Transport Study (JTS) findings and recommendations. It will support delivery of the more detailed schemes set out in local transport strategies across the region.

This includes the Bath and Bristol Transport Strategies and other supporting strategies for cycling, parking and other modes. Other regional strategies will support JLTP4, covering cycling, walking, buses and the main road network (Key Route Network).

The JLTP is fundamental in supporting the West of England Energy Strategy, along with local clean air plans, to reduce carbon emissions. The JSP will mainly be delivered by the Local Plans and Supplementary Planning Documents (SPDs). These include parking standards for the public highway and for new development, including housing and offices.

Both WECA and the local authorities will put together their capital programmes for major scheme delivery.
